Rio Grande Valley CASA incorporated in February of 2002, received it’s 501© 3 status in June 2002, and began serving child victims in Socorro & North Catron counties in July of that year. In 2003 the first child victims were served in Sierra County and in 2004 RGVCASA expanded to include the remainder of the 7th Judicial District jurisdiction, Torrance County, with the first child victims served there in 2005.  RGVCASA works under the "friend of the court" model.

 

The Seventh Judicial District is, in square miles (20,000) the largest district in the United States.  The district is composed of Socorro, Sierra, Torrance, and northern Catron counties. All counties served are considered rural communities with a combined population of over 49,000. Sierra County's population specifically is 13,000, with 20.1% under the age of 18. Sierra County is considered to have one of the highest poverty levels in the United States.

 

The local Children, Youth and Families Departments refer cases to RGVCASA in each county and our judges have begun to request a CASA on cases prior to the 10 day hearings. The Executive Director and Volunteer Coordinators examine all cases, as well as create, maintain & monitor files and volunteers for each case in each county.

 

There is an established office in Truth or Consequences, (Sierra County) which also serves as the headquarters for the RGVCASA organization.  It is staffed full time with a paid Executive Director.  There are also established office and Volunteer Coordinator in Torrance County and Socorro County.   

 

RGVCASA has been successful in maintaining a professional, pro-active presence in all 3 ½ counties. Additional successes include strong collaboration between service organizations in each county, continued public education, recruitment, training, and assigning of cases in each county to appropriate volunteers. Our most recent success has been in the creation of an umbrella organization, Casa de Paz.  Through this organization we are providing safe, supervised visitation between respondents and child victims in addition to hands-on parenting coaching.
